I had the same issue on a VPS running Win2k3 under virtuozzo. Googling shows RRAS must run on virtuozzo host to make guest OS able to run it.

选择从磁盘安装，然后将目录定位到"c:\windows\inf"，点击确定，此时就有microsoft网络客户端了。
